The Tokyo Metropolitan Police is investigating. A fire department spokesperson said on condition of anonymity that a loud explosion was also heard. A total of 32 fire engines are at the scene. “Four people are injured, three of whom are conscious,” he said, adding that no details were yet available about the fourth person.
